    Job Decscription - Program Manager
    Supervisor: Main Street Steering Committee (MSSC) Chairman

    The Main Street Program Manager coordinates activities within a downtown revitalization program that utilizes historic preservation as an integral foundation for downtown economic development. The Employee is responsible for the development, coordination, execution, and documentation of all aspects of Parkville’s downtown development program. This is the principle staff position responsible for coordinating all project activities locally, as well as representing the Main Street Parkville Association at regional and national levels as appropriate. In addition, the Employee is responsible for helping to guide the organization as it grows and as its objectives evolve. The Program Manager position is an exempt MSSC position.

    The primary job functions (in no particular priority order) are:

    1. Coordinate activity of Main Street program committees as outlined in the MSSC By-laws, ensuring that communication between committees is well-established. Assist committees with planning and implementation of long-range and immediate work plan items. Build teamwork and consensus among volunteers, donors, and stakeholders.

    2. Coordinate Neighborhood Assistance Program as well as non-restricted fundraising strategies to support Main Street Parkville Association with MSSC and Parkville Community Development Corporation (PCDC). Identify, solicit, and nurture corporate contributions to provide long-term financial support to the organization. Seek local business support through NAP and business membership participation in the program. Increase stakeholder vesture in the program through effective communication of work plans, accomplishments, goals, and objectives. Coordinate effective and visible recognition of high dollar program sponsors.

    3. Attend Missouri Main Street functions, National Town Meetings, and other professional development seminars or conferences as approved by the MSSC. Educate, train, and communicate to the volunteers aspects of the Main Street Program learned at orientations, training, and seminars. Serve on special City or County commissions or boards as appointed and deemed appropriate by the MSSC.

    4. Seek additional funding sources for the program, including but not limited to grant and foundation support, local community fundraising efforts, and possible contractual relations between Main Street Parkville Association and local or regional government or private entities for economic development partnerships and services rendered.

    5. Build strong and productive working relationships with appropriate agencies at the local, state, and national level. Assist the MSSC in developing and conducting on-going public relations and awareness programs designed to enhance appreciation of the downtown’s architecture and other assets and foster an understanding of the Main Street program’s mission, goals, and objectives. Represent the Main Street Program to important constituencies at the local, state, and national levels.

    6. Actively promote and implement the program’s vision for downtown revitalization, including business recruitment, retention, education, marketing, and funding source and financial incentive development.

    7. Assist the MSSC in the development of downtown economic development strategies that are based on historic preservation, and utilize the community’s human and economic resources. Mindful of the roles of various downtown interest groups, assist the MSSC in developing an annual and long-term action plan for implementing a downtown revitalization program focused on four areas: economic restructuring/development, promotion, design/historic preservation, and organization/management.

    8. Develop and maintain data systems to track the process and progress of the Main Street program to include: economic monitoring; individual building and address files; thorough photographic documentation of all physical changes; and information on job creation, business retention, and any physical addition, renovation, or alteration within the Main Street district.

    9. Assist individual tenants and property owners with physical improvement projects through private consultation and professional referral to local architects, land use planners, colorists, and/or contractors as necessary or requested. Facilitate communications between owners/tenants and Main Street Committees.

    10. Provide advice and information on successful downtown management. Encourage a cooperative climate between downtown interest and local public officials. Encourage improvements in the downtown community’s ability to carry out joint activities such as promotional or special events, business recruitment, parking management, cooperative marketing strategies, private/public partnerships, etc.

    11. Serve as the official media spokesperson. In cooperation with MSSC and PCDC (as necessary), facilitate media activities to ensure appropriate coverage of the Main Street program, its activities, and its volunteer’s efforts.

    12. Administer basic office functions including, but not limited to, accounts payable and receivable, final grant reports, quarterly NAP reports, and compliance with state and federal funding regulations. Maintain Main Street and special event budgets and report status to MSSC. Consult and coordinate with PCDC/MSSC Treasurer as necessary to obtain outside audit services, accounting and tax filing assistance, and internal control measures for program finances.

    13. Present accomplishments and application of program goals and objectives in an educated manner to the public as well as local, state, and national constituents.

    14. Perform light administrative duties as needed for Parkville Community Development Corporation as necessary and approved by the Executive Sub-committee.

    15. Work 43 2/3 hours per week in accordance with the Main Street Employment Policy. Hours are subject to change due to evening, weekend, and out-of-town meetings.


    Knowledge, skills, and abilities:

    The Program Manager must possess considerable knowledge of non-profit program management, the principles and practices of community relations and team-building, project management, downtown redevelopment, economic development, and historic preservation. Must have a working knowledge of word processing, spreadsheet, and database computer applications. Must have the ability to work well with individuals, groups, and organizations and possess the ability to communicate clearly, diplomatically, and effectively both verbally and in writing. Experience with the theory and application of the Main Street Four-Point Approach™ is essential.
